I havent figured out how to promote you guys yet...I think that Cleo might need to...and no one has seen Cleo in months...lol...either way, if you see a piece of the puzzle you would like to start working on, feel free.

so for some of the prestige classes I am thinking of are Goblin Skirmisher (combo rogue/ranger/druid), Goblin Worg Rider (goblin cavalier, pretty self explanatory), Blood Axe of Maglubiyet (Goblin prestige cleric class), Goblin Sapper (demolitions expert inspired by Warcraft), Horde Leader (like Orc Warlord, but more inclusive), Hand of Gruumsh (Orc prestige barbarian/cleric class), Black Robed of Sargaas (Orc prestige assassin/cleric class), and Orc Wyvern Riders (mounted archer/aerial rider). Those are the non-human classes I am thinking of. For the humans, Disciples of the Tablet (Tablet of Fate students) are the only ones I have worked on...I know, Im pathetic

You basically want to first look and see if there is a class already created...usually there is, but sometimes the PrC is slanted towards a specific race and consequently, there usually needs to be a better template made. The perfect example of this is the Orc Warlord PrC. Why does the class suck? It doesnt apply to lizardmen, goblinoids, kobolds, ogres, giants, etc. The other good reason to create a PrC is to better describe racial affinity, like Champions of Corellon or the Hammers of Moradin...the Black Robes of Saargas are my example here. Other great PrCs are for clerics...basically like the specialty priest from 2ED. Creating unusual PrCs is great too. Maybe there is a clan of orcs who raised ice wyverns and now they ride them, harassing the enemy from these mobile mounts...I like the non-humans a bit more because they are easy to come up with flavorful ideas...you just have to be careful that they dont imitate another class, unless the class they are imitating was stupidly built in the first place (Orc Warlord).

A very helpful book is Unearthed Arcana. UA breaks down the good/fair/poor scales for BaB, Saves, Skill Ranks, and Special Abilities. It also introduces some really handy ways to shake things up a bit on variant classes and races. Beyond that, DMs also gives a fairly good way to make a class...there are also point systems to make classes, where 'good' BaB and 'good' Saves cost points that can be offset with Stat requirements or Restrictions...Special Abilities can be offset with similar Restrictions. The key is balance. Sure, an every level advancement to divine casting is great, but coupled with good BaB, good saves, and free feats every level makes for a pretty unbalanced class. Tinkering with them is a good way to also figure out how to make them...the Disciples of the Tablet are built on a Sorcerer base a far as evidencing abilities, but they have less 'spell like abilities' in exchange for a few unique abilities that can offset the loss. They have a higher HD because they are also more attuned to combat and physical fitness then are most Sorcerers. They have a few more skill ranks and a unique skill access that other classes dont have either. They must be Lawful tho and have some fairly focused Feat requirements. I gave them good saves, but a poor martial advancement. They are combative with unique powers, not general weapons and indeed they know no new armor or weapon proficiencies. Its a fairly tough class when coupled with a Sorcerer or Cleric, which is also why its a PrC.
